Solution: 'imposed' implies'levied'. Fine is not imposed/levied "against/to/for/at a person", it is imposed/levied 'upon' a person. Such rules should come naturally to a regular reader. In some cases, one might use the hindi translation and use prepositions accordingly.

Solution: 'Scene' here denotes an accident. 'arrived into the scene' would imply 'came into the picture'. 'came to the scene'  would have been correct but we should use 'arrived on the scene'. It would denote that the accident had just happened when the police arrived. Option '(1) is the correct option.
